The fastest growing sector of our economy in the number of people employed and the amount of money spent is in jails and prisons. Ironically, if the prison system works, it fails. Should a prison actually "rehabilitate" half its inmates (the actual rate of recidivism is 83% or greater) then those "repeat customers" will not be able to serve as excuses to keep prison guards and administrators employed. That is, if 200 people are assigned to keep track of 1,000 inmates and half the inmates don't return, then 100 prison employees need to be terminated.
