State Rep.
Dear Mr Troupe, I am writing to you hoping you will help me. I have written a lot of letters without any or little response. I am currently housed in Vandalia, Mo at WERDCC. I am a parole violator. I do not have any new charges just a tech violation. I am to max out in Oct 2002. I arrived here on June 21, 2001. On June 23, 2001 I started having chest pains. I notified the CO on duty and was taken to medical. At that time there were 4 nurses on duty and they acted as if this was a big joke to them. I ask for nitro and was refused, so I asked for an aspirin and was refused that also. They called the doctor on duty and he said to give me 800 mg of Motrin and send me back to my cot in R&0. The day I arrived here I told them in receiving and also medical that I had heart surgery in Jan 2001 and that my family had a history of coronary heart disease. Two brother's and 4 sister's deceased from heart attacks. They were in their 50's. My mother also had open-heart surgery twice and had a pace-maker. One of my sister's had open-heart surgery and a pace-maker. They are all deceased including my father. Six weeks ago Judith Parker (sister) had to have a quadruple by-pass and may have to have a pace-maker. I have two sister's left and Shelbea is the only one that is not cursed so far with a bad heart. To continue this letter I just wanted to give you a little background on my family. After I was sent back to my HU I lay awake all night sweating and trying to get my breath. The following morning I was told I had to go to Diagnostic class. As soon as I got there the teacher noticed something was wrong with me and was taking me across the hall when I collapsed. A code 16 was called and I was taken to medical again, where at this time the doctor was in. Dr. Rakestraw was a vet at one time and probably didn't do any better on animals than he does on people. They did a EKG on me and finally gave me oxygen. I was given a nitro and an aspirin. They could not find anything on the computer about me because they were looking under the wrong county! After around 50 minutes Dr. Rakestraw decided that I did need to go to the hospital. An ambulance was called and that took another 30 minutes to get here and at least another 40 to 50 minutes to bet me ready to be sent out. Dr. Rakestraw wanted me sent to Jeff City and the EMTS told him I was to go to the closet hospital which was in Mexico, Mo. After I arrived there I told the doctor on duty about my stents that were placed in Jan 2001. He contacted the hospital where it was done and they faxed him my medical records. As soon as I was stabilized I was taken to Capitol Reg. in Jefferson City, Mo. Dr. Boccier was the doctor there. I was taken to surgery right away where he tried to place stents and could not. My arteries were blocked so as soon as I awoke they told me I was to have open-heart surgery the next day. I was so scared as my family lives at least 500 miles away and Dr. Boccier was not my doctor on the streets I was told the morning I was to have surgery that if my family could get there in 15 minutes they could come. This of course was impossible. I had to have a triple by-pass. Two days later I was returned to WERDCC. Four days after the infirmary I was taken back to R&0 to my cot. At this time there was lice going around and of course I had nits so I tried from 9:30 in the morning until 3:00 in the afternoon to comb them out. I had no one to help me comb and since I had just had a major surgery I was taken to receiving where I was kwelled and since my incisions were not healed and one was open on my leg, the kwell burned like fire. Now my left leg was really infected. Finally after going back and forth to medical and recieving, I collapsed once again and had to be taken back to the hospital. As of now my left leg is still swollen and my right leg cramps up after I walk a short ways. Dr. Rakestraw says this is claudication which is blood clots in the veins. I have trouble breathing when I lay down and have to sit up to get my breath. I applied for a medical parole in June and was denied because the doctor said you had to have only 6 months left to live or would live the rest of your life in a nursing home. I asked him last month to apply again for me. I do not think he has done this. Considering CMS Ls not part of DOC the medical is really run poorly. I will not stop writing as long as I have paper and breath left in one. I think I suffered heedless and had wanton and inflicting pain when I should not have had to go through that. I do hope to hear from you as I do not know if any of my letters I write get outside this place. WERDCC is so overcrowded at this point that there are women sleeping on the floor in R&0 and when they know the Federal Bureau is coming in they basically hide all the cots and the overflow is put in the infirmary and the hole. They even run out of the food they are serving and have to give the ones left in line something else to eat. Believe it or not I found a dead spider in my mashed pototoes. Serious! It's getting really bad and the stress is really bad. Mr Troupe I would really appreciate it if you at least let me know if you got this or not. I guess by sending out a letter or two a day keeps me hanging on in hopes that God will put it on someone's heart to have mercy on me. I know I am a offender, but I am also a mother that loves her family very, very, much .May God Bless you and this letter. Thank you for your time. Sandra K. Sedano
December 20,2001 Charles Quincy Troupe
Dear Mr. Troupe, I received your letter dated December 6,2001. I would like to thank you very much for responding in such short time. At this time I have received a letter from DOC dated December 11,2001. I had also received one in August 24,2001. Both of the letters have the same format. The only difference is the first four or five sentences. I would like to also bring you up to date. On Thanksgiving night I was taken to the Audrain Medical Hospital. The doctor there was very suprised that I have not been receiving aspirin before and after surgery. Because of this doctor who values peoples lives the medical here was given an order for me to get aspirin. Dr. Rakestraw has not done a followup as of now and I really don't think he will. He is taking over for Dr. Santos who was the psychiatrist here at DOC. So now not only is he the medical doctor he is also the mental health doctor. I really appreciate your help and consideration at this time. Thank you once again. Also thank you for the Invitation for party for the guest of honor JESUS CHRIST. It was very much appreciated and thoughtful, especially this time of year. Sandra K Sedano #308735
